CAUTION!
When medium-voltage equipment is operating, certain components are live, other parts may be in movement and some may
reach high temperatures. Therefore, the use of this equipment poses electrical, mechanical and thermal risks.
In order to ensure an acceptable level of protection for people and property, and in compliance with applicable environmental
recommendations, Ormazabal designs and manufactures its products according to the principle of integrated safety, based on
the following criteria:
• Elimination of hazards wherever possible.
• Where elimination of hazards is neither technically nor economically feasible, appropriate protection functions are
incorporated in the equipment.
• Communication about remaining risks to facilitate the design of operating procedures which prevent such risks,
training for the personnel in charge of the equipment, and the use of suitable personal protective equipment.
• Use of recyclable materials and establishment of procedures for the disposal of equipment and components so
that, once the end of their service lives is reached, they are duly processed in accordance, as far as possible, with the
environmental restrictions established by the competent authorities
Consequently, the equipment to which the present manual refers complies with the requirements of section 11.2 of Standard
IEC 62271-1. It must therefore only be operated by appropriately qualified and supervised personnel, in accordance with the
requirements of standard EN50110-1 on the safety of electrical installations and standard EN50110-2 on activities in or near
electrical installations. This personnel must be fully familiar with the instructions and warnings contained in this manual and in
other recommendations of a more general nature which are applicable to the situation according to current legislation[1].
The above must be carefully observed, as the correct and safe operation of this equipment depends not only on its design but also
on general circumstances which are in general beyond the control and responsibility of the manufacturer. More specifically:
• The equipment must be handled and transported appropriately from the factory to the place of installation.
• All intermediate storage should occur in conditions which do not alter or damage the characteristics of the equipment
or its essential components.
• Service conditions must be compatible with the equipment rating.
• The equipment must be operated strictly in accordance with the instructions given in the manual, and the applicable
operating and safety principles must be clearly understood.
• Maintenance should be performed properly, taking into account the actual service and environmental conditions in
the place of installation.
The manufacturer declines all liability for any significant indirect damages resulting from violation of the guarantee, under any
jurisdiction, including loss of income, stoppages and costs resulting from repair or replacement of parts.
Warranty
The manufacturer guarantees this product against any defect in materials and operation during the contractual period. In the
event that defects are detected, the manufacturer may opt either to repair or replace the equipment. Improper handling of this
equipment and its repair by the user shall constitute a violation of the warranty.

1. Description and main characteristics
cms.21 is a prefabricated switching and breaking substation
with prefabricated single-block concrete enclosure, for
surface installation and outdoor operation. Manufactured
serially, tested, equipped, supplied and transported from
the factory as a unit.
It is designed in accordance with the requirements of
Standards IEC 62271-200 and IEC62271-202, for installation
in electrical distribution grids for rated voltage (Us) of up
to 40.5 kV in three-phase alternating current. Its reduced
weight and dimensions enable easy handling and transport.
As an option, cms.21 can be supplied tried and tested to
internal arc, with classication IAC-AB16kA 0.5 s or with
classication IAC-AB 20 kA 1s, in accordance with Standard
IEC 62271-202.
1.1. Components of cms.21
cms.21 is equipped with switchgear under gas-insulated
metal enclosure for alternating current with rated voltages
of up to 40.5 kV by Ormazabal. The equipment can
optionally include a compact remote control unit for all local
and remote control functions (remote control, sectionaliser,
fault detection, automatic transfer, etc.).

1.1.1. Medium-voltage switchgear
cms.21 can equip cgmcosmos and cgm.3 systems. by
Ormazabal. The most usual congurations are as follows:
• cgmcosmos-5l, cgmcosmos-4l+a, cgmcosmos-2lp+a,
cgmcosmos-3lv+a[2], cgmcosmos-2v+p+a,
cgmcosmos-3lp, cgmcosmos-2l2p, cgmcosmos-4lv,
cgmcosmos-2l2v.
• cgm.3-4l, cgm.3-2l2p, cgm.3-3lp, cgm.3-3lv.

Ormazabal recommends using a reduced height medium-
voltage system. Using this on the cubicle is recommended
if automation and/or supervision functions are required
in medium-voltage. If exterior low-voltage power is not
possible, the auxiliary services power function can be
supplied.
Optionally, this function can be tted with a disconnector or
an earthing switch with indicating devices which guarantee
safe indication of the disconnection operation and earthing
of the voltage transformer and its high-voltage protection,
thus allowing safe replacement on site. Ormazabal
recommends following the procedure for replacing
voltage transformers in accordance with local regulations,
legislation and specications of the Utility.
For other types of automation or medium-voltage
congurations, please ask Ormazabal.
1.1.2. Prefabricated concrete enclosure
The enclosure is supplied with metal doors, opening handle,
and interlockings in doors and lock.
The switchgear access doors are double, allowing an
eective access gap of 1670mm high by 2000 mm wide in
the front. The doors have an interlocking system in opening
at approximately 90º and 180º.
The right hand door can be supplied with dierent types
of locks (European barrel, Ormazabal lock, etc.), as well as
padlocking with eyebolt of up to Ø10 mm.[2]

The door closes at two points: up and down. First open the
right-hand leaf, acting on the lock. The two bolts, one in
the top and the other in the bottom, should be slid back to
release the left-hand leaf.

The doors have grilles in the top and bottom sections for
ventilation cms.21.
There is an insulating plate on the inside of the door, in the
top section, in order to fasten a communications antenna
when necessary.

The top right side has pre-marking to install an exterior
antenna under insulating enclosure. A blanked hole
allows the transit of the antenna cable to the inside of the
enclosure.

The document holder is located on the inside of the right
door, with these General Instructions for cms.21 (IG-247)
and the General Instructions of the medium-voltage
switchgear installed.

The bottom of the enclosure has a pit with blanked holes
for medium-voltage cable transit.
A removable concrete cover closes the top of the enclosure
and allows the switchgear to be replaced.

1.1.3. Insulating operation platform
Optionally, cms.21 can be tted with an operation platform
of insulating material, providing an earth isolated operation
surface.
Opening out the platform
Fold out the platform before carrying out any operation
involving the medium-voltage system.
The platform is opened out manually by one person and
has dimensions 1.9 m wide by 1m deep.
1. Release the two bolts which secure the platform, one
on each side of the enclosure.

2. Fold down the platform until it is set horizontally on the
ground.

3. Once work on the medium-voltage switchgear is
complete, fold away the platform in reverse order,
leaving the bolts interlocked.

1.1.4. Name plate
cms.21 includes a name plate on the inside of the enclosure.
The plate indicates at least the following data:

1.1.5. Lighting
Optionally, the cms.21 can be have a lighting tting
with EC marking, using an 11 W energy-saving lamp,
magnetically fastened and with cable length suitable for
lighting of the work areas and operation of the medium-
voltage switchgear. A low-voltage connection is required,
duly protected at 230 Vac. Optionally, a lighting protection
switchboard can be tted for 230Vac.
